If you are a rural carrier, how do you convert to a city carrier with the post office?

I am applying to become a rural carrier, but I really want to be a city carrier. Do you have to start as a RCA first, and as the position for city carrier open, they assign you individually? Or do you have to apply separately? How does that work exactly since in my state the city carrier job posting is very scarce? Thanks!
